<pichuchen> 不過「大陸程式碼」這樣需要有屬人或是屬地的實質認定，因此要認定 Evan 有沒有美國公民或是大陸地區戶籍，或者是確認他在 Commit 某段程式碼的時候人在中國大陸或是美國，或者是中國大陸籍航空公司的飛行器或是其他國家的飛行器上 (X

<pichuchen> 不過像是vue和node這種完全開源的應該是沒問題，只要有確實做 code review 應該就行了（雖然應該不會有接標案的廠商真的去 code review vue）

但是如果像是 agora 他有部分程式碼是只提供二進位檔的也許就會有問題？
